With reference to the letter from the Ministry

of Health No. IIIb. 103086/48/28 dated 13th January, 1931, which was forwarded with Your Lordship's despatch No.38 of 8 29th January, 1931, I have the honour to point out that the

question at issue is the validity of the certificate issued by the Colonial Veterinary Surgeon to the effect that the animals concerned were known to him to be free from disease

at the time of slaughter. This implies that they were slaughtered in the Hong Kong Government abattoirs and that no lard from other sources is intermixed with the shipments so certified; and this Government accepts full responsibility

for that implication.

The quite separate certificate of purity issued by the Government Analyst contains no such implication of origin and is therefore to this extent irrelevant to the point at issue.
